Community Preservation Committee Minutes 12/10/08
FINAL
Present for the Community Preservation Committee and attending the meeting were:  Andy Goldman, Chairman, Karin Wetmore, Jane Slater, Barbara Murphy, Tim Carroll and Chuck Hodgkinson.  Janet Weidner, Warren Doty and Andrew Fischer were absent.     

The meeting came to order at 6:00 PM.  

1.      STONE WALL PRESERVATION:  Chuck H. shared the cost estimate to clear the overgrown brush from the front side of the restored stone walls for the Phase I and    Phase II projects.  Nearly one mile of stone walls were restored.  The Committee asked to break the estimate into two parts and agreed to only clear the brush along the restored Phase I walls on Middle Rd., Menemsha Crossroad, State and South Roads.  A letter will be sent to the abutters along the Phase II restored walls reminding them of their agreement to maintain the brush growth after the Town finished the initial restoration and clearing.

2.      DRAFT WARRANT ARTICLE APRIL 2009 ANNUAL TOWN MEETING:  The Committee reviewed the draft warrant article for the April 2009 Annual Town Meeting requesting up to $24,000 of Historic Preservation Reserve funds to restore sections of historic stone walls along the public ways leading to Town Center.  After brief discussion a motion was made to submit the draft language for the FY 2010 budget review process.  The deadline is December 29th.  The motion was seconded and unanimously approved.

3.      MEETING MINUTES:  The November 19th regular meeting minutes were reviewed.  After discussion Mr. Goldman declared the minutes approved by consensus of Ms. Slater and Ms. Wetmore.

4.      FISCAL YEAR (FY) 2010 BUDGET:  Chuck H. shared the proposed budget for           FY 2010.  Mr. Carroll recommended increasing the budget slightly because up to 5 percent of the annual CPA revenue may be used for administrative expenses.  The budget was increased to $9,886 for FY 2010.  This would stay within the 5 percent guideline even if the Commonwealth only matched 21 percent of the FY 2009 CPA tax surcharge.  A motion to accept the budget as amended was made, seconded and unanimously approved.  The CPC will have its public hearing with the Finance Advisory Committee and Selectmen to review the FY 2010 budget on January 28, 2009 between 7:00 to      9:00 PM.

5.      NEXT MEETING:  Wednesday, January 21, 2009 @ 6:00 PM.  

With no further business to conduct the meeting adjourned at 6:35 PM.
