General Information
· To park a car at either Squibnocket beach or Lucy Vincent beach, a valid beach Sticker for that beach must be on the right rear window of the car.
· To obtain a Sticker, everyone must complete an application card with the exact address, present a car registration (rental cars must show key ring data) and pay the fees. Payment can be in cash or by check made out to Town of Chilmark.
· Leased addresses must be identical to address on application cards. If the secondary address, such as a Guest House, does not match the name on the computer screen, accept the secondary address and make a note of it in the Remarks field.
· Owners’ guests without leases must present a letter, which must be examined for accuracy, photocopied and filed.
· To pick up their Stickers, pre-registered tenants must sign for them and pick them up at the beach Sticker office.
· Upon payment, issue the Sticker and file check or place the cash and application card in the tray.
· Only one Sticker per house per car can be at the beach on any given day.
· To put beach Stickers for Lucy Vincent and Squibnocket on different cars, applicant must fill out and pay for two separate applications, one beach/car.
· Returned Stickers are filed in the Voided Sticker Book.

Walk-on Passes Requirements and Fees
· To Walk-on to either Squibnocket or Lucy Vincent beach, a valid Walk-on pass for that beach is required for all Chilmark residents, their guests and tenants if they come by foot, on a bicycle or on a motorcycle.
· To obtain a Walk-on pass, everyone must complete an application card with the exact address, present a valid lease or letter and pay the fees. Payment can be in cash or by check made out to Town of Chilmark.
· Names of Walk-on users must appear on the back of the application card.
· A Walk-on pass includes the pass holder, two adults, children under 12, motorcycles and bicycles. Children under 12 have unlimited access with the Walk-on pass holder.
· There is a maximum of four (4) Walk-on passes per household.
· A Walk-on pass cannot be used for automobile parking.
· If the application has been previously submitted, the applicant’s name must be given to the photographer.

Pre-Registration (mail-in)
Chilmark homeowners may purchase Stickers by mail. Application cards for homeowners are sent to all people listed in the Assessor’s database using the homeowner’s permanent – or, tax – address on the second Friday in April.
They must be postmarked not later than the first Monday in May. Stickers (and/or Walk-on passes) will be mailed to Homeowners during the second week in May.
Tenants With Agents Pre-Registration (mail-in)
Agents requiring application forms can pick them up after October 1 at Chilmark Town Hall. An email message reminds agents to pick up the forms. This is an example of a previous email to agents:

Agents complete the top part of application form, sign it and mail them to their clients with (an optional) letter, an example of which appears later in this handbook. Tenants, then, send the signed, completed application card and a copy of their car registration and a check for the total amount, payable to the Town of Chilmark, directly to Chilmark Town Hall. Applications may be submitted until three weeks prior to start of lease. Stickers will be available at the Town Hall Sticker office on the day that parking privileges begin. Office hours are 9 A.M. to 12 Noon, seven days a week. Identification and signature are necessary to pick up Stickers.
Incomplete applications will be returned to the agent.
To avoid a misunderstanding about conflict of dates, the agent and the customer must understand that tenants cannot park at the beach on the first date of their lease unless there was no previous tenant. This is to avoid overlapping dates and tenants who arrive after 12 Noon when the Sticker Office is closed.
There are no refunds for canceled Sticker applications. Rental cars are not eligible for this service.
Tenants Without Agents Pre -Registration (mail-in)
Tenants who rent from Chilmark homeowners may also purchase Stickers through the mail. Homeowners can pick up Application forms at Chilmark Town Hall after October 1. Letter to Agents (Tenant Beach Sticker Application)
To: Martha’s Vineyard Rental Agent:
Enclosed are the 2004 Tenant Beach Sticker Applications that you requested. This year, Stickers may be purchased throughout the entire season. However, completed applications must be submitted to Town Hall at least three weeks before the start of lease.
There are two things you need to do:
1. Fill out the top part of the Application Form. You must provide Start and End parking dates. Tenants cannot park on the FIRST DAY of the lease. That parking space belongs to the previous tenant.
2. Mail Sticker Applications to your tenants using the enclosed sample letter. (Optional)
